Remarkable Economic Strength
Foshan spearheaded China’s reform and opening up policy. With scientific outlook on development as the guidance, Foshan keeps innovating development mode to facilitate a sound and rapid development of economy and all social undertakings. In the Blue Book of Cities’ Competitiveness in China 2009 issued by Chinese Academy of Social Sciences, Foshan ranked 15 in terms of the city overall competitiveness among all the large- and medium-cities around China (including Hong Kong, Macao and Taiwan). In 2009, facing rigorous challenges brought by the international financial crisis and varied pressure caused by the changes of micro situation of home and abroad, Foshan managed the overall situation with scientific outlook on development, unswervingly implemented series of policies and measures of national and provincial level on confronting the crisis, actively carried out Outlines on Reform and Development Planning for the Pearl River Delta Region (2008-2020), and vigorously promote industrial transformation, city transformation and environmental recreation in accordance with the requirement of “enhancing capacity of independent innovation, upgrading and transformation of the traditional industries, construction of modern industrial mechanism, and sustaining fast and stable economic growth”. Despite of the adverse circumstances, the GDP in Foshan topped 481.45 billion yuan in 2009, representing a remarkable growth of 13.5%.

City with Distinctive Features
A City of Districts with Economic Strength
Originally, two (Shunde, Nanhai) of four economic powers (Shunde, Zhongshan, Dongguan, Nanhai)in Guangdong Province were in Foshan. In 2006 comprehensive competitiveness ranking of counties in China, 4 districts (counties) of Foshan were in the front 40 of top 100 counties of China (Shunde ranked 2nd, Nanhai ranked 5th, Sanshui ranked 21st, Gaoming ranked 36th.)Among 8 counties of the Province listed in the top 100 counties of China, Shunde, Nanhai and Sanshui of Foshan took up the front three.

2.1Manufacturing as Mainstay
Manufacturing as the mainstay of industry in Foshan, three major industries of Foshan are under concerted development. “Made in Foshan” is well known at home and abroad. Through development of over 30 years, the city has shaped its industrial complex integrated with ten major superior sectors including electric appliances, machinery equipment, metal processing and products, ceramics and other building material, textile and garment, electronic information, food and beverage, plastic products, refine chemicals and pharmacy, household goods, etc. In 2009, the total industrial output of Foshan reached 1274.349 billion RMB, up 15.1% over previous year, with a contribution rate to economic growth of 56.8%.

In recent years, with the objective of constructing “Modern Industrial Base” and “IndustrialServiceCenter”, Foshan actively advanced the industrial structure transformation toward heavy industry, new and high-end technology. In 2009, the heavy industrial output reached 6363.01 billion yuan, up by 16.5%. The ratio of light and heavy industry was 1:1.17. The output of new and high technology products reached 260 billion yuan, representing an increase of 20%. 153 new high technology companies were set up. A batch of rising industries was in full swing. Projects of new energy and resource including SemiLEDs, China National Building Material Group Corporation (CNBM), Dupont Photovoltaic Power Generation System were founded, and the industrial bases of Guangdong New Light Source, Guangdong Solar Thin Film and NationalPhotovoltaicProjectResearchCenter were under construction. The achievement enabled Foshan to be the national-level industrial model base of electronic information (optical electronic display) and experimental district of integration of informationization and industrialization.

Private Economy as Impetus for Foshan Economic Growth
Private economy becomes a major force driving the city’s economy towards a sustainable, fast and sound development. Till the end of 2009, there are 324,500 private-run enterprises registered in Foshan. The output of large-scale private industry topped 685.583 billion yuan, up 16.7%, taking up 58.2% of the city’s large-scale industrial output. The added-value of private economy totaled 290.785 billion yuan, up 15%, accounting for 61.8% of the city’s economic growth.The ratio of private-run, foreign-run and state-owned economy of Foshan was 60.4:25.9:13.7.

A City of Brands
Foshan is a city reputed for its national famed brands. Dozens of well-known and competitive enterprises and trademarks have developed in Foshan, such as Midea, Foshan lighting, Haitian Flavoring, Newzhongyuan Ceramics, Jianlibao Beverage, L&S non-metal pipeline, Esquel Textile, etc. Now Foshan boasts 41 “China Resounding Trademark”, 65 “China Top Brand Product”, 261 “Guangdong Famous Trademarks” and 190 “Guangdong Top Brand Product”. Foshan was awarded “ChinaBrandEconomyCity”, “China Capital of Brands”.

Innovative Foshan
Foshan was awarded the titles of “Top 10 Innovative Cities (2008)” “NationalModelCity for Promoting Science and Technology”. At present, in Foshan there are one National Hi-tech Industrial Development Zone, 5 industrial bases for State Torch Project, 14 quality control and inspection centers at national and provincial level, 493 engineering and technology R&D center at all levels, 19 technology specialized township public service platforms, and 9 enterprises technology incubators. In 2009, Foshan as the key model city of a new round of strategic cooperation between ChineseAcademy of Science (CAS) and GuangdongProvince actively launched strategic cooperation with the CAS, setting up the CASFoshanIndustrialTechnologyInnovationIncubatorCenter and contributing to nearly 100 cooperation projects between CAS and companies in Foshan. Now the city boasts 5 strategic unions and 33 bases for cooperation among industry, university and research, 18 research institutions and 21 offices supported by colleges and universities, and 13 Academician studios. As one of Guangdong’s front-runner cities of patent applications and licenses, Foshan won the titles of “NationalPilotCity for Promoting Patent Work”, “NationalIPRProtectionModelCity” and “ProvincialModelCity for Cooperation among Industry, University and Research”.

2.1.1 Household Appliance
Foshan holds a leading position in China in terms of the scale of household appliance industry and products quality. It is the most important manufacturing base of household appliances in China with the output of household appliances accounting for 60% of that in Guangdong Province. The industrial output value of household appliances and equipment manufacturing industries accounts for one third of the city’s total.

Well-known household appliance manufacturers in the world, such as Toshiba, Panasonic and Sanyo from Japan as well as Whirlpool from America, have invested groups of household appliance projects in Foshan. Numerous enterprises with annual output value over RMB 1 billion have come into being For instances, Media, Kelon, Glanz, Sampo, Sienhua and Chigo. The output of micro-wave ovens and fridges in Foshan respectively accounts for 48.6% and 80% of that of the whole country. The output of air conditioners accounts for 50% of that of Guangdong Province.

2.1.2 Equipment Manufacturing
Foshan is one of the three largest equipment manufacturing bases in Guangdong Province. The gross output of ceramic machineries accounts for 85% of the nation’s total. It is the largest manufacturing base of ceramic machineries in China.
Owing to the investment by American Caterpillar Company and Austrian Andritz Company, a batch of manufacturers of leading products such as ceramics machineries, electric machineries and equipments, pressing machines, woodworking machineries, plastic machineries, textile machineries, auto parts, glass machineries and printing machineries have been formed in Foshan.

2.1.3 Metallic Material Processing and Manufacturing
Foshan is the most important metallic material processing and manufacturing base in China. The industrial output value in such sector accounts for 15% of the industrial output value of the whole city; and the output of aluminum sections respectively accounts for 61% in Guangdong and 40% in China, the one of stainless steel products accounts for 35% of that in China, of which the output of stainless steel pipes accounts for 80% of that in China, and the output of metal fittings accounts for 20% of that in Guangdong Province.

Four brands of metallic products from Foshan are listed in the Chinese Top Brand: Jianmei, Asia, Xingfa and Guangya.

2.1.4 Ceramics and Other Construction Materials
Foshan is the largest ceramics manufacturing base with the largest production scale in the world. The annual output of architectural ceramics is up to 1.5 billion cubic meters, and the gross output accounts for 60% of that in China and 25% of that in the world. The industrial output value in the sector accounts for 9% of the gross industrial output value of the whole city.

Kohler from America and Icot from Japan have established factories in Foshan. The Chinese ceramics brands include Eagle, Dongpeng, Diamond, Newzhongyuan, Mona Lisa, New Pearl and Jinduo.

2.1.5 Electronic Information
Foshan is the national electronic information industry base as well as the production and supporting base for electronic information products of Guangdong Province.

Currently, there are more than 600 electronic information enterprises in the city. The products manufactured by these enterprises cover such sectors as IT telecommunication, electronic parts and components, optical information storage, complete machines for consumption electronics and auto electronics. The industrial output value of the industry accounts for 6% of the gross industrial output value of the whole city.

So far, such well-known enterprises as Thomson and Tyco from America, Nortel from Canada, Mitac and Chi Mei Optoelectronics from Taiwan have invested in Foshan.

2.1.6 Textile and Garment
Foshan is one of the 12 exporting bases of textiles approved by the State Council. The industrial output value within this industry accounts for 7% of the gross industrial output value of the whole city.

So far, such manufacturing bases and specified market as Xijiao Textiles, Yanbu Underwear, Zhangcha Knitting, Huanshi Children’s Wear, Junan Jean and Lishui Sock have been established.

There are more than 6200 textile garment manufacturers in the city, among which, there are respectively 34 enterprises with output value exceeding RMB 10 million and 5 ones with output exceeding RMB 50 million. In addition, there are 250,000 employees in these enterprises.

Well-known textile garment manufacturers include Esquel and Yihua Polyester in Foshan.

2.1.7 Plastic Products Manufacturing
Major plastic products produced in Foshan include packing materials, sheet materials, piping sections, artificial leather, compounding materials for plastic knitting, packing containers, daily plastics as well as such further processed products as aluminum plating, bronzing, compound paint, color painting compounds and tapes. The industrial output value within this industry accounts for 5% of that of the city’s total.

Well-known local enterprises include Foshan Plastics Group, Shunde Liansu Scientific Industrial Co., Ltd, Guangdong Goody Plastics and Synthestic Plastics and Hardware Co., Ltd.

So far, Dupont Company and Invista Company from America, Sumitomo Corporation and Teijin Group from Japan have established joint ventures with Foshan Plastic Group.

2.1.8 Petrochemical Processing and Pharmacy
Gross value of industrial output in Foshan’s petrochemical processing and medicine industry accounts for 6% of the gross industrial output value of the whole city.

Foshan’s petrochemical processing and medicine industry includes such sectors as petrochemical processing, chemical materials as well as chemicals and rubber manufacture. So far, BASF from Germany, Atofina from France as well as Rohmhaas and Kosa from America have established factories in Foshan.
There are more than 300 painting manufacturers in Foshan. The annual output of paintings produced by these enterprises has topped over 300,000 tons, accounting for 10% of that in China. Well-known Chinese painting brands in Foshan include Huarun and Carpoly.

31 pharmaceutical companies have been endorsed in Foshan, mainly including American Alpharma, Japanese Otsuka as well as Hongfuloi, Shunfeng, Fengliaoshen, Dezhong and Global from Hong Kong, all of which have been certified by the GMP system.

2.1.9 Food and Beverage
The gross value of industrial output in Foshan’s food and beverage industry accounts for 4% of industrial output value in Foshan City.

Local and foreign-funded enterprises include Jianlibao, Haitian Flavoring, Samiguel Beer, Tsingdao Beer, Yanjing Beer, Taiji Wine and Jiujiang Wine.

2.1.10 Furniture Manufacturing
Longjiang Town and Lecong Town in Shunde are famous for furniture making. Longjiang Town is honored as “No. 1 Town of Furniture in China” and Lecong is honored as “Trading Center of Furniture in China”. The industrial output value in this sector accounts for 2% of the gross industrial output value of the whole city.

There are numerous furniture companies in Foshan. All of them have complete industrial chains and supporting facilities. There are more than 2000 furniture factories in Longjiang and Lecong. Among them, there are a group of renowned enterprises such as Lanbond, Mejazz, Empire, Louvre and Golden Unicorn.

2.2 Ideal Place for Auto Parts Industry
So far, Toyota, Honda and Nissan have established auto plants in Guangzhou. As Foshan is only 1 hour’s drive from the three auto plants in Guangzhou, it is an ideal place for auto parts industry.

All together, there are more than 200 auto parts factories in Foshan, with a total investment up to RMB 11.636 billion. Among them, foreign-invested enterprises have topped over 100. Japanese auto parts manufacturers, as Honda Motor, Denso, Toyota Textiles, Toyotsu, Aisin Seiki, Toyoda Gosei, Toyoda Kouki, Tokai Rika, Aisan Industry, Koyo Seiko, Sumitomo Corporation, Kobelco, Metal One, Gdyuasa, Honda Access, Otsuka, Adiya, hanatairiku and Yazaki, have established plants in Foshan. Furthermore, Foshan also has a group of private auto parts companies with abundant capitals and marketing strength, which bears mature possibilities and conditions for cooperation with foreign companies.

Products manufactured by auto parts manufacturers in Foshan are various and form the considerable supporting capacity. Major products include clutch assembly, brake assembly, hydraulic torquemeter, auto exhaust assembly, cylinder, transmission case, mould, bearing, wheel frame, auto alloy material and auto electric installation as well as auto supplies such as vehicle air conditioner, acoustics, filter cleaner, brake strip, muffler, vehicle lamps, electric equipment, leather, interior decoration. A complete system has been formed in the supply chain of auto parts industry. Many foreign-invested enterprises enlist on local enterprises for providing materials and relevant fabricating work.

Furthermore, there are more than 350 enterprises engaged in the distribution of auto parts in Foshan. As a result, a vast and special market and logistic system of auto parts has been formed.

2.3 Accelerated Development of Modern Service Industry
Foshan vigorously developed modern service industry, promoting the development of manufacturing industries through enhancing production service industry and the quality and cohesiveness of the city through life service industry. The 314 Program of the service industry has been put into operation (from 2010, 100 key projects will be launched within 3 years, and the added value of the third sector will take up over 40% of the GDP in 2012). The construction of 12 modern service industry districts of clear-cut functions, large scale and strong leading impetus are of prominent importance, including Guangdong High-tech Service Zone for Financial Institutions, Lingnan Tiandi (Lingnan World) Folk Tradition and Culture District, Dongping New City Central Commercial District, OutletsShopping Center and Yun Dong Hai Tourism District. In 2009, the added value of the third sector industry reached 168.999 billion yuan, up by 16.1% from the previous year.

Financial Service Sector
Foshan pushed the development of financial innovation by actively implementing 3 Plans for financial development (i.e. innovation trail plan for financial market development, funds guiding plan for developing venture investment fund, industrial investment fund and guarantee fund, and plan for companies going public). Currently, innovation trial plan has been carried out in an all-around way. 5 small-credit companies were approved to open for business. Venture investment fund and credit guarantee fund started operation. New funding measures of pledged intellectual property and pledged stock right were encouraged. Funding service center for small- and medium enterprises were set up. In 2009, there are 22 listed companies in Foshan, among which 4 were newly added to the list. The newly listed Nanfeng Ventilator was one of the first enterprises to get into the Growth Enterprise Market in China.

2.3.1 Logistic Sector
With a number of logistic trading and distribution centers having been established with large investment and strong distribution ability, Foshan is the NationalModelCity in Logistics in Circulation Field. In 2008, Yiyun Logistic Market, Sanshan International Logistic Park were put into operation. The construction of the first phase of South China International Purchase and RegionalLogisticCenter, and China-Singapore (Foshan) ModernLogisticIndustrial Park was in full swing. Since 2003, six sessions of Foshan (International) Logistic Cooperation Fair have been successfully held, with 745 projects signed and a contracted value of pver 140 billion yuan.

Headquarter Economy
Thanks to its superior industries, Foshan is active in developing headquarter economy. A host of private enterprises’ headquarters are settled in Foshan. A group of well-known enterprises including Midea electrical, Vanward Group, Dongpeng Ceramics and Xishan Furniture have established their headquarter buildings in Foshan. More than 60 famous companies have been established in China Ceramic Industry Headquarter Base in Chancheng District since it was opened in 2003.

Creative Industry
Creative industry consisting of a group of industries with distinctive features and different focus was taking shape in Foshan. Ceramic industry is the mainstay creative industry in Foshan. FoshanCreativeIndustrial Park hosts nearly two hundred enterprises covering the sectors of ceramic design and R&D, software development, RFID, etc. With animation industry as the development trend for Nanhai’s creative industry, the country’s first animation virtual Park was built in Nanhai District. Industrial design is the focus of Shunde’s creative industry. National Industrial Design and Creative Industry Base (Shunde) has been put into operation. More than 30 famous enterprises home and abroad have been set up in “GuangdongIndustrialDesignCenter”.

2.3.2 Specialized Trading Market Extending to South China
Foshan is one of the most important trading centers in PRD. Depending on the concentrating effect formed by towns with characteristic features and industry cluster, Foshan has established a group of logistic trading and dispatching centers with considerable size and high radiating capacity. Currently, there are 129 wholesale markets of different types in Foshan, covering a total area of 5.67 million m2.

2.3.3 Exhibition Industry
Based on the advantage and features of its industries, Foshan boasts 19 exhibition brand with regional features and covering different sectors like electric appliance, ceramics, machinery, etc. A great number of large domestic exhibitions show a high level in their sectors domestically, such as Shunde Electric Appliances Exposition, Metal Industrial Exposition, Ceramic Fair and Machinery Equipment Exhibition. Some of the exhibitions introduce international exhibitors as their partners, which greatly improve the internationalization of the exhibitions in Foshan, including Shunde International Botanical Exhibition, Shunde Woodworking Machinery Exhibition, Chancheng Ceramics Fair, Shunde Electric Appliances Exhibition.

Trade and Commerce
Foshan is an important commercial and trading center in the PRD region. Specialized markets of ceramics, stainless steel, children ware, textile and knitting, non-ferrous metal, furniture, woodworking machinery, flowers and plastics play an important role in the country. Wal-Mart, Jusco, Lotus, Sunning, Gome, Trust-Mart, Carrefour and some other foreign and domestic chain stores set up business in Foshan. Outlets have signed a contract to set a foothold in Sanshui District, which has greatly improved the overall quality of products sale and retail sale market. In 2008, total retail sales of consumer goods amounted to 142.9 billion yuan, an increase of 21.3%.

Refined Development of Modern Eco-Agriculture
Eco-agriculture, tourism agriculture, foreign-earning agriculture are under rapid development in Foshan. In2009, 26 modern agriculture parks were constructed, among which 2 of them were of provincial level. Foshan Trial Zone for Agricultural Cooperation across the Taiwan Straits has initially taken shape. Guotong Logistics became national agricultural bonded project and a hub for national agricultural product supplied to Hong Kong and Macao SARs. At present, there are 2 leading agricultural enterprises at country level, 11 at provincial level, 9 agriculture standardized model zone, 116 production bases for non-fertilizer farm products, and 20 Guangdong Top Brand (agricultural) Products. Shunde District was awarded as “Hometown of Eel in China”. “Heshui Kudzu” of Gaoming District and “Leping Muskmelon” have been selected as National Geographic Labeling Product.

3. Fast Development of Export-oriented Economy
3.1 Hotspot for International Investment
Foshan is a region with intensive foreign investment. There are more than 8000 foreign-invested enterprises (including the ones from Hong Kong, Macao and Taiwan) with a total foreign investment of more than USD 23.7 billion in Foshan. 77 projects invested by 39 enterprises among the Global 500 have been endorsed in Foshan. Foreign-funded enterprises have significantly reduced the costs of manufacturing operation, successfully expanded the potential market in China, and have obtained expected investment yield (diagram for introduction of foreign investment and source of foreign investment).

3.2 An Open City Striding toward Regional Integrity
Fast Development of Outward-oriented Economy

In history, Foshan was one of the business towns that were early in opening to the outside world. Since the reform and opening up, Foshan has become one of the earliest bases for commodities export in China. Its products are sold to more than one hundred countries and regions. In 2009, the city’s contract foreign investment reached 1.013 billion USD, and foreign direct investment reached 1.874 billion USD. The gross import and export value realized 38.8339 billion USD, among which export volume was 24.578 billion USD. 36 projects valued over ten million USD were introduced, and 8 new projects from the Global 500 companies were settled in Foshan. At present, there are 48 Global 500 companies investing 85 projects in Foshan.

Active Involvement into the Development of Regional Integration
In 2009, Foshan conscientiously implemented the Outline of the Plan for the Reform and Development of the Pearl River Delta. According to the requirement of integration of Guangzhou-Foshan as the breakthrough point of the regional economic integration in PRD region from the provincial government, Foshan took construction of transportation infrastructure as the starting point and vigorously linking up with the surrounding cities of Guangzhou, Zhaoqing and Zhongshan in the aspects of development planning, transportation network, resources configuration, eco-environmental protection and market system. The recently-released Development Plan for Guangzhou-Foshan Metropolitan Program will enhance connection of the two cities in city planning, transportation infrastructure and industrial development and the joint prevention and treatment of sewage and air pollution. Guangzhou and Foshan have planned to put forward 52 key projects, 46 of which are under smooth process, and 15 of which have been completed. In the framework agreement signed by Guangzhou, Foshan and Zhaoqing, 37 key projects have been proposed.

Breakthrough in the Deepened Cooperation with Hong Kong and Macao
Foshan was designated by the Ministry of Commerce as one of the first “ModelCity for Implementing CEPA” and Guangdong’s “KeyCity in Pioneering CEPA”. In 2009, it was decided key cooperation projects and exchanges to be developed in science and technology, advanced manufacturing, modern service industry and social undertakings. Progress has been made in the cooperation of finance, transportation, education and training, healthcare and outpatient service, industrial design, and the pilot application of inter-accreditation of electronic signed certificate between Guangdong and Hong Kong. Four Hong Kong-funded banks got the approval to set up branches in Foshan.

Active Foreign Exchanges and Cooperation
Foshan strengthens its economic and trading cooperation with other cities and regions. Economic and trade activities are held in South America, Middle East, Europe and East Asia for the enterprises to take part in. Foshan has set up economic cooperation relationship with Hezhou in Guangxi Province, Yanbian in Jilin Province, Wuzhong in Ningxia Autonomous Region, Honghezhou in Yunnan Province, Silinguole Pledge of Inner Mongolia Autonomous Region, Handan in Hebei Province, Guangan in Sichuan Province, Longyan in Fujian Province, Tongling in Anhui Province, Chifeng in Inner Mongolia Autonomous Region and Hefei in Anhui Province.

In the meantime, Foshan continues to strengthen and expand its cultural and economic links with other cities and countries, and the people in Foshan are active in promoting friendly exchanges with people around the world. Important Transportation Hub in PRD Region
Efficient and modernized transport networks with good access to sea, road and air links extend to all direction. The total highway mileage in Foshan is 5115.7 km and traffic density per 100 km2 is 132.9 km. Several expressways linking Guangzhou with Zhuhai, Zhanjiang, Zhaoqing, Foshan, Sanshui and an expressway linking Foshan with Kaiping cross over the city proper. Guangzhou-Zhanjiang Railway passes through Foshan and connects to the nation’s railway network. There are daily through trains between Foshan and Kowloon of Hong Kong. Now in Foshan there are 15 exit and entry ports, four of which are passenger terminals (namely ShundePort, NanhaiPort, GaomingPort and Foshan Railway Station), and 11 of which are container terminals.

Construction of a batch of key projects are accelerated including the first phase of West Chancheng Avenue and the speed-up-oriented reconstruction of Fochen Lu, among which two of them have been put into use. The Foshan phase of Guangzhou-Zhuhai inter-city rail transportation and railway projects are under steady progress. Civil aviation in Foshan has resumed and flight to Beijing has been opened. Flights to Shanghai, Hangzhou and Changzhou are to be opened in the near future. Port channel improvement is reinforced. DongpingRiver is a model watercourse of GuangdongProvince.

Public transport service keeps improving. Up till the end of 2009, there were 3359 buses and 2604 taxis in Foshan, covering all the administrative villages of the city.

The integration program of passenger transportation between Foshan and Guangzhou is carried out in an all-around way. Xiqiao-Genglou phase of Guangzhou-Gaoming Expressway and Guangzhou-Foshan Expressway have been under expension construction. Heshun Interchange toll-gate of the West Second Ring and its connections have been into use. Construction of rail transportation between Guangzhou and Foshan has seen steady progress and will be put into operation before the Guangzhou Asian Games 2010. “Foshan Jiaotong” card is incorporated with Guangzhou’s “Yangcheng Tong”. “GuangFo city bus” and “GuangFo express bus” is put into use as scheduled. City entry fare of both Guangzhou and Foshan is recognized by each other.

Modernized Metropolis with City-clustered Development
Since the readjustment of the jurisdiction areas in 2002, Foshan has put forward an objective of building a modern metropolis. A new development pattern of city groups was adopted, which is to build two new downtowns with a population of over one million, and other five with the population between 300 thousand and 500 thousand (It is called the “2+5” city groups).At present, the the construction of Chancheng-Guicheng area has been accelerated with focus on Dongping New Town, Zumiao-Donghua Alley relic blocks, Guangdong High-tech Service Zone for Financial Institutions. Dongping New Town is designed to be the new downtown of whole city, Central Business District, Headquarter Economy Development Zone, Supportive Public Service Zone, and 11 major projects for the area, such as public culture mall and transportation hub, have been launched. Guangdong High-tech Service Zone for Financial Institutions is the only one of its kind in the province, as well as one of the seven financial basic platforms for the province. The service zone enjoys all the preferential policies as National Service Outsourcing Model Cities except income tax refund. With a total investment of 6.5 billion yuan, the service zone has attracted 23 projects like Sun Hung Kai Financial, Fujitsu Data Base. In the outline of the plan of Shunde District, Daliang-Ronggui area will be developed into a sub-center in the south of Guangzhou-Foshan circle. The Xijiang New Town Project has been initiated, and the detailed planning of Xinan area has been completed.

A Beautiful Prosperous and Harmonious City
The city is advancing toward the goal of "a livable city of developed industries, wealthy life, good ecologic environment, flourishing culture, harmonious society, grateful citizens, with efforts to establish Foshan as a National Model City of Environmental Protection, coordinated urban and rural development projects and three olds renovation projects (old towns, old factory buildings, old village residence) as an important means.

A NationalModelCity of Environmental Protection
In recent years, with the goal of “establishing Foshan as a National Model City of Environmental Protection”, and the strategy of "beautiful Foshan", the Government has carried out an environmental program. Air and water treatment continues to be reinforced. Foshan initiated the practice of tree planting and afforestation by all people, and focused on environmental and public health program, in an effort to improve people’s living environment and turn Foshan into a garden city with distinctive Lingnan features of river-woven village. At present, the up-to-standard rate of urban drinking water in Foshan is 100%. The number of days in which API is equal or less than 100 was 355. Now in Foshan, there are 18 “National Clean Township”, 1 “National Eco-village”, two “Township with Beautiful Environment in China”. In February 9th of 2009, Foshan was conferred the title of "National Model City of Environmental Protection" by the National Ministry of Environmental Protection, which brings an end to Foshan's 8-year efforts to establish the city into a NMEP.

Abundant Tourists Resources
Foshan, as a river woven city with beautiful eco-environment, is a water village with distinctive Lingnan features. FoshanAncestralTemple, XiqiaoMountain, Nanfeng Ancient Kiln, QinghuiGarden, ZaomuMountain, NanguoPeachGarden, Chencun Flowers World and Sanshui Lotus World were awarded the “Eight New Scenic Spots of Foshan”. FoshanAncestralTemple, an integration of ancient art of ceramics, woodcarving, foundry and architecture, is honored as “The Palace of Oriental Art”. Nanhai Xiqiao Mountain-National Park of China, is gracefully praised as “one of the famous mountains in South Guangdong”. Foshan Liangs’ Garden and ShundeQinghuiGarden are among the four famous Gardens in GuangdongProvince ever since the Qing dynasty. ZaomuMountain in Gaoming district is the peak of Foshan. Chencun Flowers World is the largest production and trading base of flowers and the largest flowers theme park in South China. Sanshui Lotus world is currently an ecological park with large number of and full varieties of lotus in the world. Donghua Alley, Nanhai Kang Youwei’s Former Residence, BaolinTemple, LubaoAncestralTemple, DaqitouVillage, Huang Feihong Memorial and Bruce Lee Memorial are good places for tourists to appreciate the unique Lingnan culture and tradition. At present, Foshan’s tourism industry is well developed with themes of historical culture, Southern martial art, business convention, holiday resort, shopping and gourmet as well as styling furniture. In 2009, the number of tourists visiting the city’s major scenic spots was 218 million person times, with revenue of 20.486 billion yuan.

Concrete Results of the Balance of Rural and Urban Developments
As the pilot city for the comprehensive reform of balance of rural and urban development of the Guangdong Province, Foshan drafted and implemented a series of guiding documents including the Opinion of Advancing the Balance between Rural and Urban Development, launched 28 related programs and 5 exchanging rural housing land for apartment projects. The city has embraced a new wave of new project launches and rural reforms, thus pushing the rural and urban integration into a new high.

The Three-olds Renovation Project
In order to expand the room for the city’s development and to speed up the transformation of the city, Foshan put forth a series of documents to promote the three-olds renovation project, such as the Decision of Accelerating the Renovation of Old Town, Old Factory Site and OldVillages, and the Foshan Three-olds Renovation Special Program (2009-2010). Starting with a batch of renovation demonstration projects, such as the renovation of the Zumiao-Donghua Lane block, the Foshan International Household Product City, the Huaxia Ceramics Exhibition Hall and the Foshan International Ceramics Wholesale Market, we have stimulated the launch of a range of renovation projects, and achieved several successful models, for example, the Zumiao-Donghua Lane model, the Xiaxicun Model, the Foshan Creative Industrial Park Model and so on. Foshan was awarded as the demonstration city of three-olds renovation project in GuangdongProvince.

Training and Employment System
The four-tier employment system (municipal, district, sub-district and community) is under constant improvement. Through developing and creating public welfare jobs, the city solved unemployment and resettlement problems for a good number of rural and urban residents. Many job recruitment campaigns were held to help college graduates and agricultural workers. In 2009, 117,800 new jobs were open, with registered unemployed urban population at 1.84%.

Social Security System
Five types of insurances against old age, unemployment, medical care, work injury and maternity are overseen at the city level. Since 2008, outpatients basic medical care system for residents and employees has been established, leading the province and even the country in realizing an era of medical care coverage of all people. In 2009, the Implementation Opinion for Foshan’s New Type Old Age Pension for Rural Society was put forward, covering the rural areas of our city. A two-tier relief system at the municipal level and district level was set up, with a relief fund of 8.96 million RMB being distributed. Corporate retirement per capita was raised to 1,277 RMB per month.

Balanced and Coordinated Development of Education
As the City of Education in GuangdongProvince and one of the trial cities for the Guangdong Education Modernization project, Foshan boasts an established education system entailing sound and balanced development of basic education, vocational education, higher education, adult education, special education and non-government run education. All of the five districts of Foshan have been listed as the Districts of Education in GuangdongProvince; all counties as Counties of Education in GuangdongProvince. Indices show that all sectors in basic education have ranked among the first in GuangdongProvince. The city is home to 553 regular schools for compulsory education, 46 Provincial Grade A high schools, 50 Provincial Grade A kindergartens. In addition, there are 43 vocational and technical schools, including 13 national key schools, 12 provincial key schools, 2 high technical institutions and 2 training bases for national personnel in demand. The whole city has realized middle school education universalization and higher education popularization with higher education enrollment rate of 57%. Since 2006, Foshan has made the nine year compulsory education free for both urban and rural residents.

Public Health System
The public health sector, with a three-tier public health network covering the city, districts and towns, is under overall development. Medical resources include 1,249 medical institutions, 21,200 ward beds and a medical force of 31,500 personnel. The Foshan No.1 People’s Hospital and the FoshanHospital for Traditional Chinese Medicine are nationally leading medical institutions. A community public health service network has taken shape, consisting 45 community health service centers and 290 community clinics, a service coverage of over 90%. In 2007, Foshan took the lead in all prefectural level cities in Guangdong to provide free pre-marital check-ups and antenatal examinations.

Cultural and Sport Sector
In 2009, Foshan announced and implemented the Development Plan for Foshan’s Cultural Industry (2008-2020), accelerated the public cultural facilities construction, enhanced the cultural arts and cultural industries with Foshan characteristics, and thus improved people’s living standards. The Charming Foshan, Autumn Harvest Parade was successfully launched. In addition, the preservation campaigns of cultural heritage and the renovation project of Zumiao temple were implemented at full swing, and the Zumiao-Donghua Lane historic and cultural block is now under smooth construction.
Progress has been made in the sport sector as well. Foshan, home to quite a number of large sport gymnasiums such as Lingnan Pearl Gymnasium and the Century Lotus Gymnasium, constantly improved its sports facilities for the general public. In 2009, a series of sport activities for citizens such as “the 8th Asian Swimming Championship”, “the Dragon Boat Races in the Fenjiang River” and “the Sport Gala’ were held, which greatly enriched citizens’ life. The synchronized swimming and the boxing matches of the 16th Asian Games will be held in Foshan this year.

Peaceful and Harmonious Foshan
Conferred upon with the titles of National Model City for Social Security and Comprehensive Administration, and National Model City for Strengthening Police Force through Technology, Foshan has made encouraging progress during the recent years in the projects of building peaceful community blocks with Six Virtues, and harmonious villages with Ten Virtues. We adhered to the strategy of enhancing supervision and comprehensive administration, which resulted in stability in our society. In 2009, the Nanhai District became the first district in our city to establish a township level comprehensive service center for citizens’ letters and visits, and security maintenance.

Happy Livelihood
As the growth of Foshan’s economy, our citizens’ sense of happiness together with their lifted living standards has been constantly increased. In 2009, disposable income of urban residents grew 9.3% to 24,578 yuan; net income of rural residents rose 10.8% to 10,699 yuan; deposit balance of urban and rural residents stood at 394.501 billion yuan, an increase of 12.9%.

An Investment Hot-spot with sound Administrative Environment
Foshan, with a goal to build an upright, dedicated, pragmatic and efficient government, has been active in transforming role of government, make innovations in administrative and management systems, enhance government efficiency, foster an investment environment that is favorable, convenient, supportive and beneficial to investors, along with a convenient, efficient and standardized administrative environment.

Effective, Quality and Standardized Service
In 2009, Foshan further advanced the reform of government agencies, cutting down the number of government departments from 33 to 31. With clearer functions of government department, overall efficiency has been largely increased. With ShishanTownship in Nanhai District and Rong Gui sub-district in Shunde District as the pilot area for the Streamlining Government Agency program, we have further deepened the reform of administrative and censorship system. Administrative service centers and investment service centers were set up in all districts, featuring a Parallel Connection examination system, One Stop service center, and One City Five Districts Interconnection administrative service scheme, which contributed to a quality, efficient and convenient service environment and provided for the general public and investors with excellent package service.

Favorable Administrative Environment
For the past several years, Foshan has drafted a series of policies and measures to guide and support local enterprises’ development and to foster a sound environment for enterprises’ growth. For example, a series of strategies of industrialization promotion and 14 supporting documents were put forward. Guidance was provided to enterprises and they were encouraged to develop by laying a concrete foundation, creating brands, registering patent, setting up standards and exporting brands; the Construction Plan for Foshan’s Modern Industrial System was put forth to speed up the 10 Major Projects – improving such main industries as home electric appliances, ceramics, new type displays and equipment, fostering such emerging manufacturing industries as solar energy, new light source, new material and bio-pharmaceuticals, accelerating such producer service industries as modern logistics, exhibition and commerce, creative designs and business circulation, optimizing such household services as culture, entertainment, fashion, leisure, travel, dining, hotel and community service. Moreover, the Advice on the Construction of the Credit Insurance System for Small and Medium Sized Enterprises in Foshan was announced. By setting up venture capital funds, improving the credit insurance system and assisting enterprises to go public, we have gained substantial results in solving the financing problems of enterprises. To provide new services and technological innovation for enterprises, the programs under the National Torch Plan were actively promoted, including the OnePark, SixGardens scheme of the Foshan National New and High Technology Park.

The Development of a Charming City under the Joint Efforts of Five Districts Chancheng District
Innovation in the Legendary OldTown

Situated in the center of the city and home to the Foshan Municipal People’s Government, Chancheng District has an area of 154.02 km2 and a population of 603,100. With jurisdiction over 4 townships and sub-districts, Chancheng District created in 2009 92.356 billion RMB worth of local GDP, an increase of 14.5%. Chancheng District is the center of China for ceramic exhibition, research and development and logistic information, as well as the cradle of ceramic arts and culture. During the recent years, the district focuses on optimizing the second industry while advancing the tertiary industry, updates its traditional industries, promotes the urban economy and increases the concentration of quality industries. Pillar industries such as machine tools, electronics, plastics, knitwear, children’s wear and non-ferrous metals have enjoyed steady development, and more attention have been attached to emerging industries such as RFID and optoelectronics. Creative industries have been actively developed, with the Guangdong (Foshan) SoftwarePark and the FoshanCreativeIndustryPark taken the shape. Extra attention has been given to the key renovation project of Foshan – Lingnan Tiandi, referring to the Zumiao to Donghua Lane historic and cultural block renovation.

Nanhai District
The Guangzhou-Foshan Metropolitan Program Starts in Nanhai
Located in the center of the city, Nanhai District has an area of 1074.05 square kilometers and a registered population of 1.1751 million people. It has jurisdiction over 8 townships (sub-districts) and created a GDP of 159.196 billion RMB in 2009, an increase of 14.5%. The non-state owned economy is the mainstay of the area’s economy. With the dedication to promoting a harmonious relationship among industries, environment and the city, Nanhai earnestly enhances its urban industries. Nanhai’s financial service sector, cyber and animation industries, and software services, based in the Guangdong High-tech Service Zone for Financial Institutions, the Tian’an Cyber City and Haotian Scientific City, have been under rapid development. Traditional industries such as home electric appliance, automobile parts, and electronic information have been further improved; newly emerged industries such as LCD-TV, automobile parts and electronic information have been spurred. Designated as a trial point for national information development, Nanhai boasts is home to the Nanhai Software IT Park, one of the Four Key Software Parks subsidized by the provincial government.

Shunde District
Made in Shunde, City of Sunshine
Situated in the south of the city, with an area of 806.55 square kilometers and a population of 1.2132 million people, Shunde District has jurisdiction over 10 townships (sub-districts). Its GDP in 2009 was recorded at 171.193 billion RMB, an increase of 14.1%. Last year, Shunde undertook the pilot project in the Province and became the first district to assume the administrative authorities at the municipal level over economic, social and cultural affairs. As an important national base for electronic home appliances, lacquer and furniture manufacturing, Shunde has been actively constructing itself into a sunshine city, develop a green economy, upgrade its industries, speed up the adjustment of industrial structure, foster headquarters economy and creative and design industries. The District is transforming itself from Made in Shunde to Created in Shunde. Traditional industries like electronic home appliances, machinery and equipment intensified their research and development, design and brand operation; emerging industries such as photovoltaics, optoelectronics, life science and environmental protection equipment have formed a greater cluster. For instance, Shunde has introduced in the photovoltaic system project from DuPont, the Commercialization Base for the National PV System Engineering and ResearchCenter, the National Industrial Design and Creative Industry Base, and the GuangdongIndustrialDesignCity.The headquarter economy was under rapid development, with the headquarters of Midea, Galanz, Kelon, Country Garden, Wanhe and Xishan Furniture set up in Shunde.

Gaoming District
Emerging Industrial Area, a Green Landscape with Southern China Characteristics
In the west of the city, with an area of 960 square kilometers and a population of 293,100 people, Gaoming District has jurisdiction over four townships (sub-districts). In 2009 the GDP of Gaoming was 38.805 billion RMB, a growth of 18.5%. Gaoming boasts the highest level of comprehensive development of agriculture and a good number of agricultural brands, one of which is the National Geographic Labeling Product -- Heshui Fenge (Lobed Kudzuvine root, a type of edible plant root used as food and medicine). Gaoming, designated as the China Textile Industrial Base and China’s Synthetic Leather Industrial Base, is home to leading enterprises such as Guangdong Esquel Group and Haday Favoring and Food Co. Ltd. Gaoming has now formed quite a complete industrial system entailing textile, flavoring and seasoning, chemicals, plastics, construction material, electronic home appliances and metal product. Favored by a unique and beautiful ecological environment with a 45.2% forest coverage, Gaoming has earned the titles of “Shan Lin Shui Du” (A place with large areas of mountains, forests and water), and the provincial “GreenTownship (District)”.

Sanshui District
Home to Modern Industries and Ecological Fashion, Town of Happiness and Longevity
In the north of the city, with an area of 874.22 square kilometers and a population of 391,800 people, Sanshui District has jurisdiction over seven townships (sub-districts. The GDP of 2009 reached 47.804 billion RMB, an increase of 17.5%. Active in implementing the strategy of developing through industries, the District spares no effort in developing new energy, machinery and equipment, electronic information, food and beverage, green industry and modern service industries. It has attracted giant beverage companies like Jian Li Bao, Coca Cola, Yili Group and it has been formed in Sanshui an industrial cluster involving metal product, plastics, electronics and chemicals. The Guangdong Industrial Base for thin film solar battery was set up in Sanshui, which is believed to further promote the modern industrial system in the area. The project of YundonghaiLake and the new Outlets project were accelerated. By the time they are finished, Sanshui will be a center for ecological tourism, leisure and recreation, vacation and shopping.

Firmly Adopt the Scientific Outlook on Development
The year of 2010 is the last year for the implementation of 11th Five Year Plan, and also the year when we strive for success of the Outline for the Plan of the Development and Reform in the Pearl River Delta.

In 2010, Foshan aims to achieve a new round of development with GDP growth rates at 12%, disposable income growth of urban residents of 8.5%, and net income for rural residents at 9%.

In order to accomplish the tasks of the 11th Five Year Plan, Foshan will firmly adopt a scientific outlook on development and earnestly implement the Outline for the Plan of the Development and Reform in the Pearl River Delta. We will keep in mind the goal of building our city into a modern manufacturing base, an industrial service center, a renowned cultural city in southern China and a beautiful and wealthy home, focus on promoting economic growth through adjusting structure, deepening reform and benefiting the people, and dedicate to transforming the mode of economic growth. In specifics, we will finish the following five tasks: first, we will speed up the adjustment of our economic structure, and increase the quality and efficiency of our economic growth; second, we will strike a better balance between rural and urban developments, and enhance the rural and urban integration; third, we will speed up our urbanization process, and lift our modernization and internationalization strive; fourth, we will speed up the reform of our key areas and promote the healthy development of our mechanism and institutions; fifth, we will speed up the development of our social sector and construct a wealthy and harmonious city.
